STC Regional Program Manager
As the Regional Project Manager for Securing the Cities (STC), Mr. Rocha is responsible for developing and implementing regional program and project goals with a focus strengthening preparedness on Department of Homeland Security Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) capabilities related to public safety agencies and health organizations. The Project Manager works with UASI subject matter working groups to build strategic partnerships and implement STC principles and practices in a safe and compliant manner.
Mr. Rocha spent more than 30 years in the California fire service. He joined Bay Area UASI after retiring as the Fire Chief of the Alameda County Fire Department and serving as Cal OES Region II Fire & Rescue Coordinator. Chief Rocha has served on FIRESCOPE, California Fire Chiefs Association Board, and was Chairperson of the California Metropolitan Fire Chiefs. Appointed by Governor Newsom in 2019, Chief Rocha continues to serve on the State Board of Fire Services.
Chief Rocha earned a Bachelor of Arts in Public Administration from the University of San Francisco; as well as an Associate of Arts degree in Fire Science from Chabot College. He is a certified Chief Officer, hazardous materials specialist and has several incident command certifications. Dave’s Portuguese Water Dog enjoys entertaining the students in his wife’s science classes and daughter’s second grade class but often naps during our staff meetings.
