Contracts Specialist

Scott Kaplan manages the UASI contract portfolio including developing and processing contracts, monitoring contract performance, and providing technical support to the Program Management and Grants Management Teams. 

Prior to joining UASI, Scott worked as an administrative analyst with the San Francisco Public Utilities Commission for six years. There he performed comparative analysis of federal, state, and local laws, regulations, and policies to identify economic and workforce program opportunities. Scott leveraged contract requirements to work with private sector construction and engineering firms, state government agencies, and community-based organizations to develop a first of its kind cross-sectoral partnership that provides access to career opportunities for San Francisco’s neurodiverse community. He was also responsible for developing a documentation and record retention framework, providing analysis and producing status reports on multi-billion dollar capital programs, and creating processes to ensure contractors met contractual requirements. 

He holds a Bachelor of Arts degree in Political Science from the California Polytechnic University, Pomona, and a Master of Public Administration from the University of San Francisco. In his spare time, Scott enjoys baking, playing cards, and backpacking. He is also a founding member of San Francisco’s Eire Og Gaelic Football Club and has won four North American County championships.
